Meeting Lottery Requirement Could Cost State Players

North Carolina's lottery must give at least 35 percent of all lottery ticket sales to state education programs. The executive director of North Carolina's lottery says this law could inhibit sales and ultimately cost the state money. Tom Shaheen says to meet that requirement, North Carolina will pay out less to winners than neighboring states offer, which he says could drive North Carolinians across the border to play bigger games.
