A group opposed to the state's new lottery wants the state to stop spending money on it until their lawsuit is settled. The group claims lawmakers unconstitutionally imposed a tax by requiring 35 cents of every dollar spent on North Carolina's new lottery to support education. The State Attorney General's office says participation in the lottery is voluntary and the money that the state collects from ticket sales is not tax revenue.
