Blackwater U.S.A. overcame opposition from residents of Currituck County, who worry a huge new firing range would hurt home prices and endanger neighbors. The board of commissioners voted 3-2 to allow the expansion. Those plans include classrooms, a four-thousand-square-foot bunkhouse, and a firing range with more than 500 firing lanes.
