Who Will Pay for Beach Nourishment?

Beach nourishment is a matter of deep divide for residents of the Outer Banks. In Dare County, the debate over beach nourishment centers on whether it would work, whether it would destroy the natural beauty and health of the beach, who it would benefit and who is going to pay for it. A one percent sales tax went into effect January first to help pay for the nourishment, but a referendum next month asks voters if they want to repeal the tax.
