A full house packed into the Belhaven Town Chambers Friday morning. Citizens and supporters wanted to hear first hand what former Chief George Hayden and Lieutenant Josh Hopkins were fired for back in March.

Former and one recently hired Belhaven Police Officers testified against the towns claims, which range from Hayden, being insubordinate to Hopkins being accused of practicing preferential treatment towards certain citizens. But his most disturbing claim against Hopkins, is that he took seized drugs from narcotic stings and using them while on the job.

While both men sat in front of town officials, they never came face to face to one who took away their jobs.

Mayor O'neal did not attend today's hearing, but he did release a statement stating, saying today's proceeding was all about hearing the sides of the officers and not the for the town to defend itself.

And while no decision would be made at this hearing, Hopkins believes the town will speak up eventually.

Belhaven's former top cops were back in town hall today, fighting their terminations.

Former Chief George Hayden and Lt. Josh Hopkins were fired back in March over a personnel matter.

Today they returned to Belhaven for their personnel hearing. The two former officers asked that the hearing be open to the public.

Hayden had been police chief of the Beaufort County town since May 2001. Prior to Belhaven, Hayden served as chief of the Cape Carteret police department.

Since their firings, all of the remaining officers in Belhaven have left the force.

If in fact hopkins and the chief are so good then why don't they get a job with Beaufort County or doing law enforcement somewhere else? I was just curious not trying to make anyone mad. Thanks

It doesn't take a rocket scientist to see what people drive and live in, come on you're talking about belhaven not some big town. I just moved here, all the info I have others that have lived in belhaven all their life have told me, so just cool it. You are right i don't know his wife, this has nothing to do with her anyway. By the way as far as the jealousy, i have more money than I will ever need. It seems to me that this is all belhaven people have to talk about, which to me is very sad. Just let the case go to court and get the crap over with then move on to the next "hot topic"!!! I could care less what happens to any of them I'm just ready to read and hear about something else.

Its time to get down to the facts, officers where instructed to "not inforce some laws", it didn't sit well with Hayden, nor the rest of the officers. Its hard to "Community Police" when you have to let every Tom, Dick, and Butche off the hook because they have supported certian political candidates and in return get a free pass. "Good Officers" find it very hard to work under these conditions. Until now, I've always thought of Mayor O'neal as a fairly smart man, after all he has created a business that seems very productive, he did complete his goal of ousting Boyette and then "completed the circle" when his entire council was hand picked by him. So, why oh why is he being so dumb now? He has taken the word of people that are working their own agenda and using him to get their dirty work done. You have been elected O'neal, you no longer have to do their bidding. Although, it is funny how this puppet show is playing out, you may end up broke along with your staunch supporter, then what?

One more thing - Top Cop 2 - if you know all the stuff Adam has and Josh's attorneys do not - they need to find out who you are so you can be called to testify at the defamation trail. Maybe you are the one who needs to stay out of sight and mind. Be careful.

Top Cop 2 - you really do know a lot about Josh Hopkins - even down to his yearly income. You are forgetting one thing though - HIS WIFE! You make it sound like because people have worked hard and done well for themselves that there is something shady going on. Makes me wonder why you know so much - jealousy maybe????? (and you failed to mention that all that stuff you talk about was acquired before he was fired - if you are going to talk about people - at least get the story right)

I'll be so glad when all of this is over and we all will see who was right and who was wrong. I can't wait for all the jaws to drop when Adam reveals all the info he has, so if I were Josh I wouldn't count my chickens or my money just yet!! He does have a new truck and boat and has added on to his house, makes you wonder where that money came from. I doubt the family income was that much. The best thing for him to do is stay on the water where he belongs, out of sight and out of mind!!!!!

I am tired of people saying that the Chief and Josh can just find another job. That is not the point, the point is they should not be looking for another job just because some imbecile took their the jobs they had. Some of you act jobs are dime a dozen. It does not matter to you that the two men that got fired did a good job or that they liked the jobs they had. Wake up people of Belhaven it is latter than you think.

What does alcohol have to do with anything? What does age have to do with anything? My original post was about good employees being singled out and having their jobs taken away. You want to talk about discrimination. Look at the longevity of the women at the Town of Belhaven office.

I would hire the best person to do the job irregardless of age. I've seen 60 year olds who can out work 30 year olds and vice versa. Does the Town of Belhaven consider alcohol a drug?

I can't imagine what Chief and Josh and their families are going through. My heart has been going out to them through this whole ordeal. Now I understand the sweet lady in finance and a man in maintenance are being treated the same way. I don't understand how they can lose their jobs via a letter handed down as a "matter of convenience." I'm sure there are much better paying jobs with a lot more opportunities for these people outside of Belhaven, "so be it!"

To wishing for peace - when are you people going to get it? It is certainly fair to judge the mayor and council. You stick up for the mayor and council when they have clearly judged two innocent men unfairly. With the coverage from WITN and the Washington Daily news - if you people don't see the writing on the wall then you are most certainly drinking Adam's Kool Aide. All of you are hypocrites who say the town officials cant be judged when they themselves where the ones who did it in the first place. Adam - keep talking - every time you say there is more and don't let it out - your liability goes up. Josh sit back and smile and watch Adam increase your retirement.

No-one is perfect & everyone makes, has made & will continue to make mistakes in their lifetime. Everyone has their own faults. It is not fair to judge the mayor, town council, or officers when one doesn't know the whole truth to the story. Hopefully soon, the truth will come out regarding everyone involved in the whole situation from each side of the story. Until then, I will continue to wish and pray for peace!

What the deal is,kid mayor had to come up with something quick to say,and his lawyer said we need to use the drug word,he just wanted to fire the officers so he could get attention,if he was told there was drug use there,why didnt he put cams up,or drug testing,he could have even watch them test it im sure,,This guy you people call your mayor,is just making belhaven look really bad,i really feel sorry for some of the people,,he has really dug a hole for himself ,and has no idea how to get out.Its gonna really be a great 4th of july without any law in belhaven..

The only reason we know any details is because Josh & the chief are following proper town procedures to have their grievances aired and their reputations defended. They properly attained legal council and they are wise to follow the advice of their attorney. That just goes to show that Josh & the chief understand and abide by procedure unlike the mayor and his henchmen. (Lord, that Oz analogy given earlier was perfect!) They are meticulously creating an air tight case against town officials like any well trained and credible officer would do. And in all this are you forgetting that the mayor and the council chose not to be there to avoid any direct questioning??

It has become evident that some of the council members are totally unaware of agenda items before they get to a meeting. They are TOLD by the Mayor what should be done, and when the Mayor asks for a motion, one of them make it. They are uninformed and do not understand that if they countine to vote as the Mayor suggests, they would be named in these law suits along with the Mayor. The council members need to ask questions and stand up for what's right, or they too will go down on the sinking ship.

From the outside Location: NC You are so right about the Town Officials not knowing what they are doing. Their personal business reflects it also. Common sense will tell anyone that if you think someone is using drugs and you have a policy then test them. No excuses for that. Apparently they did not want their opinions to change because their mind was made up when they took office. I wonder who will get the next suit? Maybe the council members or the town itself. Also Chief Hayden testified in the meeting that he directed Josh to secure the evidence for confidentiality reasons.Sounds like he was only doing what he was told by a direct supervisor. Why do we have department heads if they can't run their own department? There you go Adam, fire all dept. heads and you keep running the town (IN THE GROUND) then we will save more than 2% on our electric bill. I can save more than that by switching to Geico...

Good point "Citizen". We all know that the Town of Belhaven has a drug testing policy. If the Mayor, Town Manager and Council suspected drug use, Why didn't they ask for a drug test which is fully within their rights? It appears to me that the claims that town officials are making against the officer are only making them look like they don't know what they are doing. If they suspected drug use, they should have asked for one. By not asking, they are admitting they failed to do their job and protect the citizens from such abuse. Two things can happen - The Town Officials are in fact Slandering the Officer or they are failing to protect the citizens from a bad cop by not doing their job. Regardless of how this comes out - Town Officials have admitted themselves that they have failed as public servants.

I don't live in Belhaven, that's one of the reasons I haven't commented until now. Although i do a lot of shopping in Belhaven. But i said 'hey might as well kill two birds with one stone. TO:loraine l...when have to tell people you are educated, most of the time you aren't. They usually can tell by what you say. Not only did you missspell Belhaven, you also missspelled chief. I missspell word words also but then I don't come on this blog and say I know a lot about the law and I educated, i'll be mayor. My next statement is, Why wasn't Josh drug tested before he was fired? How can you assume some used a drug and fired them and not drug test them? Where is the proof?

Just to answer a couple of questions. 1. Drug seizures where not left in the locked desk drawer indefinitely. They were stored there until they could be processed by the evidence custodian when that person came on duty. This was done in order to maintain confidentiality. No one has brought up the fact that testimony also included that evidence had been leaked and when a search warrant was done, the house had been cleaned out and a note left for the officers saying they knew it was going to happen. 2. No Lt. Hopkins was never asked to take a drug test and never told of those allegations until after he was fired. The only drug test that was taken was personally paid for by Lt. Hopkins when rumors started flying that he was on drugs. By the way, no drugs where found in his system. 3. No, confidential informants were not disclosed during the hearing. Whoever put that on here forgot one important detail. The hearing is being transcribed so that everyone can see that is not true.

Hurricane Adam sure has inflicted some heavy damage on Belhaven. It's getting pretty deep alright...in you know what. I suggest the mayor put his waders on. Trump up a bunch of false allegations, fire the man, then try to make sure he doesn't get hired somewhere else and offer political favors in return...well, that's so blatant and unlawful that even a cave man can figure it out. I hope WITN and the WDN keep up the great reporting on this story!

josh is a fine young man that has worked hard all of his young life in helping anyone that has ever asked for his help and i am sure he has helped people that didnt ask.he is a guy that i am glad to say is a friend and i am ashamed of what has been blamed on him,it is a shame that when you are a good young boy and raised the way josh was that this dirt has been blown his way but as i know josh and his family they are fighters and will not bow down to anyone, i am proud to know him , he is a strong leader and we need more like him for he has helped alot of young people to keep their life straight or helped them turn around their lifes when they were in trouble.thank you josh for being who you are and keep standing in your shoes and let no one put you down, stand up and be proud of who you have become,i am.

For those of you who don't understand where the "red eyes" comes from, here's a little bit of information for you. Symptoms of pterygium include persistent redness, inflammation, foreign body sensation, dry and itchy eyes. (It's called being a commerical fisherman, working on the water, with sunlight, and wind)

Belhaven residents: Have officials been asked (or already addressed the issue), "Was a drug test was done on Josh?" The article clearly states that is the most striking allegation against him...USING seized drugs (regardless of where they were locked up), on the job. If it hasn't been asked, it needs to be! The answer (unless there is a legit reason why it wasn't done), would say an awful lot to y'all, wouldn't it? Why wouldn't it be ordered, to prove these very serious allegations & protect Belhaven from a costly lawsuit? And if it was ordered...what were the results? I don't know, and I'm assuming, but it seems to me that if it had been done, and the allegations were proven, Josh's grounds for a lawsuit would go up in thin air, with his creditability. And likewise, if it wasn't done, there would have to be a mighty good, LEGIT, reason for it not being ordered, for me NOT to continue to fully believe that electing Adam was an incredible mistake that should have never happened.

Its about time that someone takes this poor excuse for a council to court for their actions,I was in Belhaven visiting family and I heard this Adam Oneal and Steve Carawan on tv cable.They should be ashamed of the way they talked to some of the council members.They need to be stopped.Go Mr Hopkins.People get him out of office,he is a disgrace to your small town.If you get rid of the snacks head.The rest will dry up.

The Washington Daily News said that the Belhaven officers were told not to issue tickets to cars blocking a certain driveway. What driveway are they referring to? I also understand that some of the Belhaven officers went to work with the sheriff's department. So does that mean they can patrol the exact same streets as sheriff's deputies that they were patrolling as Belhaven officers? If so, it makes you wonder what the town actually accomplished. I'm sure Alan Jordan isn't letting the town tell HIM where he can and can not patrol.

4 shame devil.... you have no idea what you are talking about. Trust me, any evidence collected and stored in the Lt's desk is much safer than it would be stored in the PD's so- called "evidence locker". If you knew the where-abouts of this locker you would not make such statments. As far as "red eyes" Maybe Josh had them because he was being subjected to all kinds of molds and mildews that are in that old "flooded" building (hey Josh, theres another law-suit 4 u, unsafe work place!)

Honestly, I feel bad because we all surely have some responsibility in allowing this to happen because we haven't booted out Adam as mayor. Does anyone know what the procedure would be to have Adam removed as mayor? Can we sign a petition? Can we ask the state to step in? And if the town really thought Josh was doing something wrong why didn't they call in the SBI? Adam not only thinks he is the law, he thinks he's above the law. And old Steve isn't looking too happy these days. If I were the rest of the council members I'd be stealing a play out of the police department's notebook and all walk out before they find themselves being named defendants as well for their compliance in Adam's underhandedness. Look up the word "megalomaniac" in the dictionary and you'll find Adam's picture. Man of the people? Apparently they're not the kind of people I'd want to associate myself with. The two officers done a wonderful job. I want to thank everyone that stands beside them in the truth.before its all over everyone will see who was not telling the truth.It seams that some things just could not be done with the two wonderful officers working in belhaven that got fired so they where asked to leave and just look at all the rest that quit when they got fired...hahahaha that shows you something don't it? Its not over untill its over. Lawsuits more to come I would say... Have a nice day yall.

You can tell which of you people are informed and which are not. Chain of custody is pretty simple for someone with common sense. Documentation as to the date and time the evidence was secured. No where in the statutes does it say it must be in a particular locker. It states evidence must be secured by officer until turned over to evidence custodian. Secured can be any place as long as it is secure and documentation can prove that. Also he was directed by the Chief to use that procedure so he was just following an order.

I was told that the mayor agreed to have the PD lighten up on a certain segment of the citizens in exchange for their political support. The PD.s response was, if they break the law, we will arrest them. If this is true, the mayor should be run out of town on a rail.

The rehiring(4th time) of the "new" officer, that buys in to the concept of "community policing" is a pure joke! I do not think George would rehire him if he was still chief. He has a history that would not support his rehire! Yet he as recruited by the town manager without any imput from the "citerzons"

I wish that Mama Abby would meet Adam on the street so that he could get it from a "mothers" point of view. I didn't think that they would accuse Josh of something so ridiculous. Who has ever heard of keeping drugs in a desk drawer; even a locked desk drawer? Even the most junior student would know that this doesn't happen in law enforcement anywhere, at any time or under any circumstances. Get smart people. You can learn this much from watching CSI or any cop show. This alone is enough to put a black mark against anyone record especially when an officer admits same. Maybe some of the things said in the open meeting was just a plain mistake on the officer's behalf. You cannot unsay something like this. You might want to think twice if there is more to be said and I have the feeling that with this admission there is definitely more to come.

You would have to love your home town lots to take on the job of Mayor. Thats what you have; a Mayor that really cares about the citizens and the town. It is plain to see that this is the only way to combat the negative things that go on in a small town by the few negative citizens. Small towns with good leadership and citizens is worth fighting for. My HAT'S off to the Mayor and the present board. Good Citizens stand with your leadership. You are finally being thought about.

Yes, Chief and Lt. did come forward but they sure left out a lot of info. Guess there is stuff that they are reluctant to share. Belhaven has been safe for 100 years and will be safe for another even without the services of George and Josh. Left them cut their losses and go elsewhere....IF THEY CAN.

To Kane when you have evidence that you know the mayor and council are tring to get there hands on (which they have no right to because they are not cops) of course you are going to lock it up somewhere else. I sure wish that Josh and the chief could get there jobs back with a large pay increase so they could straighten this town back out. I am 100% sure that there is a lot of other people that feel the same way as i do.

Keeping drugs locked in your desk to protect the identity of a CI, and then revealing the identity of that CI in a public hearing, sounds pretty hypocritical to me. Evidence lockers were made for a reason. Every drug dealer Lt. Hopkins ever arrested now has the opportunity for appeal due to his negligence. Hopkins may have just freed more people than Abraham Lincoln. It's a thin blue line and we saw the people that toed it yesterday, the brave people that crossed it were rewarded with a lawsuit. Keep up the good work Adam, Guinn, and council, I am proud of the selfless work you are doing!

I have been kinda keeping up with this all along. I just want to point out a few things.The WITN forum is not the place to determine who is right and who is wrong. Drugs jump on people who we would never think they would get. Power creates weird behavior. Let's all be sensible and see how this turns out and not ramble on about who did what and to who. Our justice system seems to work most of the time unless you are rich beyond imagination, then it can be paid for. I am curious of what comes out of this.

I was at the meeting today at the town hall. It showes the intellegence that the town council has to hire a man (who is alledged to be a Harvard graduate, a doctorate degree, owns a hardware store that sells cell phones, not to mention cheese and wine) who cannot turn off his cell phone during a meeting when it rings, instead he turns the speaker phone feature on so every body could hear the person saying hello repeatedly. He ended up putting the phone in his pocket and holding it so you could not hear it. A fourth grader could do this. As the public probably already knows, King Adam controls the town. The "bowtie killer" looks doumb founded and has to ask the King the answer when you ask him a question. When will the town hire a permanent town manager? I guess they already have. The question is how and when will the Empire will fall. Who will be first to flip. I hope the town does not plan to foot the bill for the individual law suits. Who is next to be fired?

I hope Adam O'Neal, Gwen Leverette, and Tiffany Williams Davis don't make the mistake of thinking the Town is going to pay for their attorneys for the law suits filed today. They are civil suits against them as individuals, not town officials. And citizens, don't think it is over, they have not even addressed the Town itself or the other council members in their official capacity. You can bet more suits will be filed.

Kudos to Chief Hayden and Lt. Hopkins. Our town has begged to hear the truth about what is going on. The Mayor and Council have hid behind personnel law in order to draw attention away from their mistakes. It takes two incredible men to waive their right to privacy in order to educate us, the citizens, on just how low our town council and mayor can be. The mayor and council should learn from these fine officers. When you have truth on your side, there is nothing to hide. For those of us who have lived here all of our lives, know all the parties involved on both sides. It is completely ridiculous for anybody to accuse Josh Hopkins of using drugs. And now we know the witnesses against them and for the Mayor to put much water in anything they say only shows his ignorance. We now know who is bending the Mayor and Councils ear and apparently their opinions mean more than the majority of the public. Adam - you have insulted our intelligence when you want us to believe this nonsense.

I guess now we know why they were let go. I know both of these men. George is very nice and would not be what he is accused of he was always protecting people and out checking on the town. He is the best we had in a while. Josh has not been doing drugs either I known him all my life and he is againist drugs he talked to me all my life to say no to them. Then this dispatcher name finally came out I guess shes the sour lemon in the bunch will teach her to keep her dang mouth shut and all. So when you get money from all three enjoy it guys. Maybe you can run for mayor and the other can be on the council. This is a wild joke and embarassing. But I dont blame them there innocent. God is not happy with all this lying going on. Maybe it can be named Hagen & Hopkins town limits.

belhaven has been a very popular area lately,we r definetly on the map now.town of belhaven needs to clean up police dept.dispatchers,mayors,etc.we need some real dedicated workers that can run our town in a civilize order.we need protection,and security from ourdispactchers that information does not leak out.that person should pay to.if this and more would happen,belhaven would be a much better town.born and raise here never heard of such stuff as this.get rid and hire real dedicated folks to run this town.WE ARE IN DESPERATE NEEDS.CLEAN UP BEFORE IT IS TO LATE AND WE WILL BE WIPED OFF THE MAP!CONCERNED CITIZEN
