Environmentalists are claiming victory after Congress abruptly dropped a proposal Wednesday night that could have paved the way for offshore oil drilling here in North Carolina and other states. The proposal would have given states authority over offshore drilling decisions when a federal ban expires in 2012. Here in North Carolina it would have opened the possibility for drilling at Cape Point along the Outer Banks. While some believe drilling would spoil a natural treasure, others believe it's the answer to our energy woes. Republican lawmakers abandoned the drilling proposal over fear it would jeopardize approval of a major budget bill.
