An international consulting firm hired to review the North Carolina Highway Patrol says the agency needs to improve its management, especially in ethical training.

Kroll Inc. released a report Wednesday that determined the
patrol was worthy of its reputation as an elite law enforcement
organization with many high-minded, dedicated workers.

But it suggested improvements be made in agency management,
especially in supervisor training and in instilling ethical
behavior into patrol culture.

The report said first-line supervision is "sub-optimal,"
partly because of supervisors' heavy workloads. The report said
those supervisors are best positioned to anticipate and prevent
problems.

Gov. Mike Easley sought the report after a series of
embarrassing incidents, including some troopers being caught having
sex while on duty.
