Some grainy cell phone video shows a dog handler for the North Carolina State Highway Patrol kicking and swinging a Highway Patrol dog in Raleigh.

The trooper is trying to get his job back in a hearing in Raleigh. The video came out in connection with that hearing. The video shows former Highway Patrol dog handler Charles Jones with a 7-year-old Highway Patrol dog.

Jones appears to be suspending the dog off the ground and in another clip, kicking it.

Jones was dismissed from the Highway Patrol when the allegations surfaced. He is currently in a hearing in Raleigh to attempt to regain his position. Jones claims the training did not violate departmental rules.

One state official explained why Jones was dismissed in the first place.

"The actions in this case were disturbing, the actions that I just read from my decision," said Brian Beatty, North Carolina Crime Control and Public Safety. "I don't think there could ever be an excuse under those circumstances for that kind of behavior."

He should get the same as any other person would get for hitting an officer!! And charged with cruelty to animals. And never aloud to have another animal. The dog might be fine now, but that can change later in life. It is my understanding that a hematomia can take a while to form. I should know, because my GSD of 9 yrs, never acted like he was hurt, then one day he went down, we done surgery, and found a hematomia the size of a soccerball in him, I asked the vet how did this happen, he said probably someone kicked him. And that I could understand, because he was an attack dog, so someone might have been trying to fight him off, while I wasn't at home. I hope this doesn't happen to this K-9 dog.

I commented on this matter May 1st. I am still upset on this matter. The NC Highway Patrol k-9 unit really need some training. It was written that this dog was not "seriously" hurt. This was physically, what about emotionally? Dogs have need of a sense of well being. I just want to see that justice is done on this matter. Are any animal activist groups going to step in, or have they already? Is the HWY Patrol going to truly correct this matter? I pray that they will. I don't want to loose my respect for officers of the law, but if we don't get proof who knows.

The officer should lose his job and also be held responsible for animal cruelty. Men & women of the law should set good examples of behavior and be treated no different when it comes to punishment when they do wrong. This dog was his partner...what would he do if his human partner did not react to his command??

I am literally sick to my stomach after watching the video. I now wished I hadn't. I think WITN has a duty now, since they have posted this story, to let all of us know the status of the dog. I want to know if he is ok, is he with loving owners now. What is the dog's name? Come on WITN, give us an update, Please...

Editor's Note: The dog's name is Ricoh. He was not seriously hurt. Ricoh is no longer with the patrol, but we are unable to determine his location. We'll let you know as soon as we find out. All K-9 activities for the Highway Patrol have been suspended while the program is investigated.

I don't care what he claimed he was doing, training or whatever he called it. What he is doing is animal abuse, pure and simple. He should be fired and not reinstated. He should also face animal abuse charges. Anyone else who would treat an animal like that would be charged, he should be no different. Hopefully the dog is okay, can recover from this ordeal, and become a good patrol dog or at least someone's loving pet.

Oh, my gosh! Someone call the Dog Whisper, Cesar Millan, emergently to the NC Highway K9 Department. The officer lost it. No way was that the first time that dog has been abused. Thank God the officer was stopped. The NC Highway K9 Department needs to put this fire out quickly. Again, call the Dog Whisper.

Busted this man doesnt need his job back. He needs to be tied up like he tied the dog and kicked like he kicked the dog. That is not part of his training that is a FELONY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! i know a k-9 officer and he doesnt kick his dog nore hang it from a porch.

How heart breaking it is to know my tax dollars pay the salary of people that are allowed to kick, swing, & abuse as they wish- their dogs. Maybe the Highway Patrol should invest in some "How to train a dog for DUMMIES" books and slap the heck out of Mr. Jones with a few cases of books, and then have the other "fine" patrolmen who have dogs read the books too. I can not see how anyone would ever say this is a correct method to train a dog because it is not. I may soon loose my respect for the Highway Patrol if they don't give the public proof of a major change of how things are done. Who is it that these guys answer to in their jobs? Are their superiors blind or do they not over see what's going on. This is so

A new report says that other patrolmen had harmed their dogs as well. Tell me now, is this not shades of Michael Vick? It would be only a matter of time until one of these men damaged their dog permanently. people like Jones most always like to find themselves in a position of authority and power,dogs,cats,children,wives does it really matter to them(an authoritarian) who they abuse? put him on trial as you can believe he would have had no problem assaulting you and putting you on trial and lying about your crimes.

This man should not only lose his job forever, but he should face charges for assulting a government official and animal abuse. For some other troopers to say that kicking is an acceptable form training... that dog didn't need anymore training - He must have been trained pretty good not to attack the man that was attacking him. That cop is lucky that wasn't my dog he was kicking! I say.. Put the cop in the cell with Michael Vick!!!

I was a K-9 handler for many years and had one of the hard headest dogs I ever saw or heard about. I never had to use this kind of abuse to get my dog in compliance. From one officer to another... this trooper is a discrace to law enforcement and needs to be charged let alone get his job back..but being its the Highway Patrol he will probably be promoted. So many of us are trying to make a positive change and officers like this keep us down in the public's eye. There are no excuses for this behavior. If this were a civilian he would have been arrested in my jurisdiction! If a civilian did this to a K-9 he would have been arrested for assault on a Law Officer! We can not police society if we can not police ourselves! Hope the Wake County DA reads this.

If this is the kind of tactics used by the Highway Patrol to innocent animals, what can the public expect. If it was anyone else, they would have been charged with cruelty to animals. There is absolutely no excuse for this kind of behavior and if the State of North Carolina allows this man to be rehired, then they are crazier than I thought. What could this dog possibly have done to deserve this and I would like to know just how this kind of "training" is useful. I hope this and all the other emails get sent to the Governor's office. Wonder how he treats his family?

This former trooper his so cruel. This is abuse regardless of how you put it or try explaining it. Why would he tied the dog up and then kick how. This could be the reason why some dogs are so aggressive when attacting criminals (thats fine:-))but, its sad seeing how he repeatedly kick this dog to make him mind him. I rub my husband on the head to make him mind me. He should've tried that...it works. He do exactly what I say, if not back to the dog house and no snooby snack.

I thhink that the dog handler should not be trusted with animals again. He obviously has a very bad temper and should get some help for what he has done. This former trooper should thank the good Lord that he only lost his job, and and that he isn't spending time in prison for what he did. I believe prison is where he belongs. To return him to law enforcement service would be a travesty and a slap across the face of any decent trooper, deputy, police officer, or other law enforcement person. There are laws in this State and across the nation to protect animals from abuse such as this. Why not treat this Mr. Jones like Michael Vick? He was obviously not ashamed of what he was doing because the abuse of the helpless dog was being video-taped. People that abuse animals are like people that abuse children ... they prey on those that are weaker than they are. I dare say Mr. Jones would be a bit worse for wear if that Shepherd was properly trained and was allowed to seek his revenge on Mr. Jones. What he did, and the fact that others in uniform may also use those same techniques on our canine officers, disgusts and saddens me.

The behavior of this particular patrolman is despicable. The fact that other NC troopers would back him up, is in my opinion, sickening. I am familiar with "the thin blue line" and the bond that police have and hold among themselves. However, in an instance such as this, it is a dishonor to good troopers everywhere for a "band of brothers" to stand behind a man who is obviously abusing not only an animal, but a member (canine) of the police force. It truly sickens me. I cannot believe there is a professional dog trainer in existence who would recommend kicking and hanging an animal as an acceptable form of training. The man and his manner is disgusting. He should be punished.

There is no sense in treating a dog or any animal like this. This man should be strung up and kicked just like he did this poor dog. I do not believe in any form of cruelty to animals if this was a form of training I do not want him near my 150 pd Chow. There needs to be some kind of punishment to everyone who thinks they can get away with doing this to an animal. I know that they can turn on you but this is heart breaking to watch and it just pisses me off!!!!!

to Sean the dog handler....I have spent 30 years working with dogs, some vicious, some potential dangerous and some sweet...NEVER NEVER NEVER have I needed to beat a dog in order to gain control of it....there are other ways and you should not publicly call yourself a dog handler if you condone this type of treatment....let me treat you like that on a bad day and see how you like it.

If I kicked a P.D. K-9 I go to jail for assault on an officer. Micheal Vick fought dogs and went to jail for it. Charles June should get the same treatment! Send him to the slammer!

Regarding the incident involving the Raleigh Highway Patrol Dog...Charles Jones should be strung up and beaten himself!!! He has no business around animals and shouldn't be allowed into a position of authority where the public is concerned either. Well at least the HP is dealing with this case and I do agree he should not have his job – he assaulted an officer. Unfortunately I believe the system rewards such behaviors since I turned in a local “officer” for the same and this one from what I heard got a promotion. I observed basically the same behavior again recently and this time the officer would probably get a raise. It’s disgusting. Studies indicate that animal cruelty is directly linked to spouse and child abuse. Animals can learn like children with praise and repetition along with boundaries. The system needs to stop rewarding this behavior – officers should be held to a higher accountability.

To Sean, the dog expert....my son trained four Rotts at one time, he never had to kick one or hang one by the leash. You're way off base. Two men ought to be able to handle one dog without those actions!

I do not believe at all that this dog was trying to attack his handler. If he was, I'm sure the handler would've been on the ground instead of standing beside the dog kicking him and stringing him up by the leash. Dogs have feelings, just like humans. They should be treated with respect and love; not like trash. I agree he should be fired and not trusted with anymore animals. He obviously has a temper problem that cannot be controlled in a proper manner. I hope this poor little dog gets a good handler or a good home if he is to retire.

This man is a bully. He will do the same to a child, or a woman. He is on a power trip and needs help. I would never ever let him work in any public position of power or control since he obviously likes to abuse those animals or people weaker than himself. He belongs in jail where he would receive a taste of his own medicine. It is discusting to see a grown man being abusive to this dog who is a public servant for all of us. I hope the judge refuses to let him go back to his job and gives him at least a year in jail

If the dog did not assault or attempt to assault the trooper, then the trooper should be charged with the class I felony of causing/attempting to cause serious physical harm to a law enforcement animal pursuant to NC General Statute 14-163.1(b). John Q. Public would probably have been charged under that Statute if seen doing the same thing.

This seems to be yet again, another example of superiors not following due process in the psychological evaluation and/or taining regarding the human element for of this type of police work. The lack of self control, common sense, appreciation for co-workers ie: the dog, and dismissal of humanity makes me believe this may in fact not be the only incident this officer may have been involved with. I would be interested to know how other officers in that department would react to being notified the canine units would be dismantled until sufficient safeguards and in this case, justice, were put in place. Of course, as long as animals are considered property damages may be limited to a dollar amount. It should be made clear to these offenders and those who exist one or more steps of the ladder, that the amount of dollars is clearly secondary to the amount of change. No more animals in his care...period. He wants his job back? I vote yes, as soon as I could trust him with my children.

I am not a "handler" but my father was. I am also not an "animal activist". I do however work with animals EVERYDAY. I absolutely know what it is like to have a 120lb or larger dog come after me. I have hospital stays to prove it. I also have extensive training and morals. I understand that sometimes self preservation is necessary. I have a hard time believing however that this dog was trying to in some way "attack" this officer. If you truly know what it is like to have a vicious 120lb dog come at you, then you know how difficult it is to control them- you cant. This officer had enough control over this animal to string him up and kick him repeatedly. Lets be honest here, this officer was out of line. "Authorized form of correction" or not, he should have known better. Lets stop trying to belittle people by using experience and scare tactics. This officer showed his morals, and he got caught. Now he will just have to sit by and let legal system string him up and kick HIM senseless.

Ok for those of you who know nothing about dog handling I have been a handler for 14 years. I'm not sure of the case, however, if a dog comes "upleash" at you (which means he is trying to attack you) you are allowed to do anything necessary to stop the threat. Those dogs are trained to attack with or without command... sometimes they can be civil and sometimes they are evil. All handlers know that sometimes you have to do what is necessary to keep yourself safe from a vicious animal. No one is sure what happened or why the trooper did what he did, however, it is an authorized form of correction. So for those of you who know nothing about dog handing shut up! Wait until a 120 lb attack dog tries to bite you... would you just let him? The dog will not stop until enough pain is brought to his body to make him stop... thats how it works. So for all of you animal activists out there... do you research before making comments!!

If he gets away without being charged and is given his job back, then I guess it's just another example of "do as I say not as I do". Anyone else would have been charged with animal cruelty. There are humane ways to train a dog. That clearly is not training. I'd like to see him hung and let other "officers" kick him and call it "training"

That Trooper should definitely not get his job back. He is abusive and disturbed to treat an animal like that. If he treats a dog like that, how can we trust him with people. And as a trooper he carries a gun. He should be prosecuted and sent to prison.

I believe that not only should this "man" not get his job back, but he should be charged with assault on an officer. I have met and personally delt with officers and their animals, and they treat their canine partners with the care and respect that they deserve. It scares me to think that actions like this are seen by some people (like the guilty officer) as being warranted and fair actions for these truly hard working dogs. I think that there needs to be action to discourage anyone else from thinking that this is an appropriate way of treating animals. Also- I think that trying to blame this on "fallout from the Michael Vick case" is both ignorant and just plain silly. It is time to step up and show how much we truly depend on these working animals, by defending them in the same way we would a human officer.

Fire him, charge him with animal cruelty, assaulting an officer and attempted murder of an officer of the law....then throw him into the general prison population.....his final justice will come there.

This man does not need his job back,in fact they need to swing and kick him around and then lock him up for 20 years.No dog should be done like that. If it was my dog,,,,,Well,you know the rest.

Absolutely, the Trooper should not get his job back. The reputation the NCSHP tries to uphold would be greatly compromised and the Troopers would lose alot of respect from the community. Just because he is a trooper doesnt make him immune to the law. He assaulted that dog in a horrible manner which is called Cruelty to Animals. He shouldnt only be fired, he should be charged criminally.

Several years ago I lived nesx door to and "officer" with a German shepard. When we first moved in the officer told me never to attempt petting the dog because he was "mean and would bite". A few days later the paper boy came thru, stoped at the pen petted the dog and rubbed his muzzle. Mean to whom? The one that was abusing him. NO, this officer should not have his job back and should face charges.

The video made me sick to my stomach. He is no better than the criminals he and the dog are trained to bring to justice. I hope and pray the authorities do everything possible to make this man pay. He should be held accountable and prosecuted for the abuse of of he police dog. Throw him out, he has no control. I have NO sympathy!!!!!!!!!!!!!

No one should be allowed to abuse any animal for any purpose whatsoever !!! To try and justify this kind of behavior by calling it training is RIDICULOUS and it makes my blood boil. If our justice system held everyone accountable like this all the time it may actually do a better job at curbing this kind of unacceptable behavior.

as a tax payer it makes me made to see him abusing state property (the dog is state property) much less hurt a defenseless animal, i cant believe this jerk would ever expect ANY one to take him back.

I sure hope that guy has no pets or children. Who knows what he'd do to a child if they misbehaved. He has NO BUSINESS as a law enforcement office whatsoever. No way he should have his job back. Heck PETA should see this one or the Humane Society.

Had a civilian assulted that dog they would have been charged just like if they had assulted a policeman. As far as the judicial system is concerned its the same crime.

Shouldn't he be charged with assault and battery on an officer. This isn't just some creature off the streets. This is an officer of the law. I have met police dogs with a better mentality than more human officers I have met. This police dog should've bit him! NO! He should not get his job back. He should serve a few years in prison for what he has done. If this was a citizen off the streets who had done this, that person would have gotten years behind bars. But being it was another officer/handler, he gets the option of getting his job back? THAT IS BULL!!

He should loose his job and be charged with assaulting a fellow officer. If he would do that to his "partner" can you imagine what he would do to a human. It just make me sick. If he gets his job back people should protest!!!! I would be the first in line. Animal cruelity is a crime!!! No one is above the law....especially law inforcement officers.

No he shouldn't have his job back. Most SHP officers think they're above the law anyway, but to harm a working dog is sick. I guess he thought that made him powerful, the dog was not able to defent himself and if he had, he probably would have been shot by the patrolman's revolver! Sick, sick, sick!!
