A federal appellate court says the Navy failed to properly examine environmental issues at the site of a proposed landing field in Northeastern North Carolina, but it must be allowed to do preliminary work at the site. The appeals court agrees with the trial court that more environmental study is necessary. However, the Navy will be allowed to do certain things such as purchase land from willing sellers and apply for permits necessary to construct and operate an OLF.
