Seeking higher ground from Hurricane Ophelia's slow rising surge and flood waters, hundreds of residents in the east with campers and boats are finally returning to dry ground.

This lot in Chocowinity is often a make-shift relief site for residents fleeing from tropical weather along the shores of Whichard's Beach. Whichard's Beach residents say the water quickly receded.
