Wednesday, Carteret County's Board of Elections decided to go back to paper ballots and that they would be the best thing to use for this fall's elections. They're doing it because of a breakdown in the electronic voting machines that lost more than 4400 votes last November because of a programming error. Officials had failed to record the votes on paper as a backup.
