So what defines animal cruelty? Will Walls with the United States Equine Rescue League says animal cruelty comes in two forms. Beating to inflict injury to an animal is what most people associate with cruelty. The other form of cruelty is not providing animals with adequate food, shelter, and veterinarian needs.
