A federal judge says no to the Navy as it sought permission to continue work on a proposed outlying landing field in eastern North Carolina. US Eastern District Court Judge Terrence Boyle says the Navy's appeal did not persuade him to lift the injunction he issued February 18. That order stated the Navy poorly analyzed the potential harm to a nearby wildlife refuge and minimized the risk of bird-aircraft collisions the field could cause. The Navy wants to build the runway in Washington and Beaufort counties. Those fighting against it say, among other things, it would harm tens of thousands of migratory swans, geese and ducks who use the refuge as their winter home.
