On Monday, we told you how the rural roads you drive in North Carolina rank as some of the worst in the South. Now, add the other highway and by-ways in the "Good Roads State" to the list. A new study by UNC Charlotte and the John Locke Foundation says road conditions across America have improved, but at much higher costs. But North Carolina's highway conditions have worsened since 2000, dropping from eighth in the nation all the way to 36th.
