Some school districts are discovering the No Child Left Behind law may create a teacher shortage. Smaller rural counties have a difficult time attracting teachers because they can go to bigger areas and make more money. So, some counties hire people with a four year degree, but nor a teaching degree. The No Child Left Behind law requires those and all other teachers to take a proficiency exam or undergo evaluations to prove they are highly qualified. If a teacher would go through the tests and be determined not highly qualified, school officials say they would be re-assigned.
