Federal investigators said three workers at the state mental hospital in Butner beat a mentally ill woman who was strapped to a bed.
The incident at John Umstead Hospital was included in a report released Wednesday by officials who said the hospital should lose
federal money for failing to prevent violence. Federal funds make up about 25 percent of the facility's budget.
The report refers to a 51-year-old patient who said she was struck in the head after being tied down for attacking a clerk. A technician involved in the assault lost her job and two co-workers were allowed to return after five-day suspensions.
Hospital officials will use the report to make improvements. They have about 10 days to devise plans and pass another review.
