A couple who authorities say provided out of state residents with North Carolina vehicle registrations and insurance is now charged with insurance and automobile title fraud charges.
The Pasquotank County deputies and the state department of insurance charged Andrea Hernandez and Octavio Segura. Investigators say the two had more than 150 vehicles registered at three different addresses in Elizabeth City.
