As of Saturday morning, NC officials say Highway 12 on Hatteras Island has reopened.
Two feet of water covered roadways in the community of Buxton on Cape Hatteras at daybreak Friday. The water pushed loose debris, including plywood, boards, an ice cooler and a trash bin.
Transportation Department engineer Jerry Jennings said Friday the sand is as deep as 3 feet on some stretches of N.C. Highway 12 in Rodanthe, a village on Hatteras Island.
Jennings says conditions could have been much worse had pavement been damaged.
Many people had fled Hatteras Island before the storm hit, but some residents remained in homes and hotels.
Eighty-one-year-old Carol Dillon owns the Outer Banks Motel in Buxton. She spent the night at home away from the motel, on higher ground around Cape Hatteras.
Dillon says her home is surrounded by floodwater from the Pamlico Sound. She says her daughter lost two cars in a flooded garage.
Nancy Scarborough of Hatteras says she had about a foot of water underneath her stilted home.
