Highway 13, south of Goldsboro, opened again to traffic shortly after noon.

The Department of Transportation says a tractor trailer has flipped along U.S. 13 near Providence Church Road.
Troopers said a Pope Truck, loaded with propane, was heading to a destination to unload fuel when the driver missed his turn.
Investigators said the driver tried to make a u-turn in the area of an old milling company, but his back tires got stuck in a ditch, causing the truck to tip over.
Crews have been on scene all morning working to unload the propane from the truck so they can flip it upright.
The driver was not injured and is not facing charges.
U.S. 13 is closed in both directions near that accident.
For drivers heading north, the DOT says you should turn left on Overman Road then make a right onto Old Grantham Road until you re-access US-13/117.
For those driving south, turn right on Providence Church Road then make a left on Old Grantham Road. Follow Old Grantham Road and make a left on Weaver Road. Continue until you re-access US-13.
