Raleigh Citations For Begging Top 400 This Year

RALEIGH, N.C. (AP) -- North Carolina's capital city is pushing panhandlers out of its downtown district and nearby areas, with police issuing more than 400 citations this year.

The News & Observer of Raleigh reports that police arrested eight people Tuesday for begging without a permit. Panhandling arrests in 2011 are at a five-year high.

Raleigh police spokeswoman Laura Hourigan says police are enforcing an ordinance on the books and not targeting panhandlers during the holidays. Police say they are acting on public safety concerns, including beggars blocking rights of way.

Neither the city nor Wake County charges a fee for a begging permit. Wake County permits must be renewed weekly. Raleigh issues yearly permits.

Neighboring Johnston County is considering requiring applicants to undergo criminal background checks for a panhandling permit.

    To Anonymous: I have been unemployed, homeless, hungry, needed clothing..due to poor decisions I made. Fortunately, I had a family member who let move in until i got my first paycheck..I had to be out in two weeks. I got my first paycheck and I moved into cheap rental with no electricity and only a lawnchair and a beanbag chair..got another paycheck... kept working..got another paycheck and kept working. See the way it works? I have worked hard ever since then to have something and make a decent life for myself. Things were not any harder then than it is now. I made minimum wage for numerous years until I could get better. I had drive and ambition to better myself and I did it. Yes there should be help for those who legitimately need it, but there are too many out there taking advantage of the the benefits offered or those who choose to take advantage of the kindness of others. What is greedy about hard work and wanting to protect what you work for? Charity and governemnt benefits are not supposed to be a free giveaway!

    They are begging because they don't have any money and then they get fined for having no money. Which means they have to beg to get the money to pay the fine for having no money. How is that working out?

    If the permit is FREE, then why much a beggar get one EVERY week? Just something to keep them away from the rich neighborhoods downtown and place them in yours. I'm sure other communities in Wake County thank you.

    GPD should enforce it here too. If you want a job, you can find one..in my earlier years I have taken jobs that werent my first choice to make ends meet..I have picked tomatoes in tomato fields, swept floors and worked fast food. I have always earned an honest living. These bums need to get out and work!

      If you can't find a job to support yourself, you'd still have to beg. You cannot raise a family, or even support yourself living on minimum wage. That doesn't take into account if you have a disability but don't qualify for government assistance.

        Give a man a fish and he eats for a day, teach a man to fish and he eats for a lifetime. If someone wants a job, they will find it. Why should hard working taxpayers have to also pay panhandlers to have them spend the money on booze or drugs? There are enough programs paid for by working TAXPAYERS to feed the hungry, clothe the naked, teach skills to the ignorant and provide medical care to the indigent. In addition, I donate to charities that provide and supplement these FREE services PAID for by WORKING Taxpayers. I am tired of seeing these bums on the corner and being approached by panhandlers in stores and in parking lots. If you are not too LAZY to get out there and take advantage of the help provided, you can get a temporary helping hand. (Which is how it is designed to be TEMPORARY)

          Sorry, there are very few, if any jobs for people. And I love the little sterotype that labels the homeless and so forth as basically alcoholics. And evidently there are not enough programs to feed the hungry, cloth the naked and teach skills to the ignorantand provide medicale care to the indigent, if there were, then we'd have far fewer homeless and people who die because a lack of adequate medicale care. You're simply selfish, greedy and ignorant to the plight of people who truly have a hard life. Sorry if facts hurt your feelings.

      You are so correct. I found a job at McDonalds hosing down the parking lot and cleaning toilets that started me off at $18.00 an hour.

Taxpayers pay taxes for program to help the ignorant learn skills, feed the hungry, clothe the naked, and provide medical care to the indigent. People who WORK provide these services plus taxpayers pay unemployment to the unemployed to sit at home while WE work...why should I give to a bum who is so lazy they wont even take advantage fo the programs that are out there to help? I cant tell you how many times I have been approached inside Walmart by panhandlers...there are enough programs that if you really need help, you can get it. Not only do I pay taxes for these services, I also donate to agencies who provide assistance as well.

    According to article --- there is a fee for a begging permit. QUESTION: If a pan-handler can afford to buy a permit ---- why do they NEED to beg???????

    You have to have permission from your government,, to beg. Just sit and think about that for a moment. Permission from the government, to beg. Where will we be in 20 years?

      I so agree with you.....but they're not wanted in the rich and powerful neighborhoods and neither are the working class. Get out!! Why don't they just go down to the local DSS and food stamp office and lock all them sorry butts up? Are they not begging someone other than themselves to take care of them, to feed them, clothe them, pay medical bills for them, pay their light bills and now a cell phone? Get real Americans...for you may be next in line to be told you CAN'T.

    I saw one in a store parking lot in one city.it was a woman who was a knockout most men would remember her pretending to be deaf and dumb she had little(worthless)key chains in little envelopes taking donations.she was cleaning up.I saw her 2 days later in another town going in a restraunt dressed to kill she was talking fine we followed her and the man outside they got in a new caddy.it broke me from giving freely.

      That reminds me of a guy who approached some people at his church........ "just needed enough money for some gas to get to a town about 50 miles away" My dad interjected and asked for some ID -- He replied he didn't have any -- My dad explained that the policy of the church was to help those in need but it needed to be substatiated.... The guy told him "Go to Hello" After church my parents and another couple were riding to eat in a town opposite from where the begger was trying to go........ Pulled up to a traffic light and the guy and his girlfriend were in a brand new Ford Expedition....

      James I've seen the similar thing here in Greenville. It seems like there's a wave of panhandlers hitting this area. I know that I'm going to get some people mad , but I think they're scammers. I know there are legitimate needy people , but I pay taxes to help them. I don't give to panhandlers. Once i saw a mother with a child in a stroller at a corner and gave her everything I could including the diapers in my own child's diaper bag. Later I saw her in the grocery store with a case of beer in her cart. It cured me!!

        Been through that too.I was passing through Plymouth one day quite a few years ago and stopped at piggly wiggly.Well there was this guy at the entrance and I think he said his name was Roosevelt,it was christmas time and he asked four a dollar.He had really old dirty clothes on and smelled bad so I handed him a dollar right away to avoid talking to him any longer.He was very smelly.Anyway I went in and got a few things got at the counter and there the smelly guy was ahead of me with a soda and a bag of chips.When he pulled out his wallet it was full of $10's and $20's.Never again do I give MY money to scum like this.
