Bicyclist Killed In Hit And Run Identified

A cyclist who was struck and killed early Tuesday morning in Kill Devil Hills has been identified.

Kill Devil Hills Police say the hit and run incident was reported at 1:59 am by a passerby. It happened near the 9.5 milepost of South Virginia Dare Trail. Lawmen say Dmytro Palii was transported to the Outer Banks Hospital, then transferred to Norfolk Sentara hospital where he died.

Shortly after initiating the investigation, lawmen received a call from persons identifying themselves as being passengers in the vehicle that struck Palii. The driver of the vehicle has been identified as 23 year old Brandon Edwards of Nags Head. Edwards was located at his residence and arrested. Lawmen also say that a damaged 2006 Land Rover at the residence was impounded. Officials say Edwards has been charged with felony serious injury by vehicle, felony hit and run, and driving while impaired. Edwards was released on a 10-thousand dollar bond. Additional charges in this case are pending.
