Two Men, One A Marine, Arrested In Jacksonville Murder

Two arrests have been made in the death of 30-year-old Kevin Foley of Jacksonville. One of the suspects is a Marine.

William Miguel Castro, age 21, was arrested Thursday night. Officials say he is an active Marine and that he is a corporal.

The second person under arrest is 28-year-old Timothy Lacey.

Both suspects are from Jacksonville. Both are being held without bond. They are expected to make their first court appearances Monday morning.

Officials say help from Crimestoppers and NCIS assisted in the arrests.

Police have not yet released a motive.

Jacksonville Police plan to talk later today about arrests made in the murder of 30 year-old Kevin Foley in the Brynn Marr area of the city last month.

A news conference is set for 3:00 P.M.

Foley was shot outside of his residence. The family says Foley was shot either walking to the front door of the home he shares with his mother, or shot in his car. His mother heard the shots and found her son dying in front of their home.

Foley was a truck driver for the past 10 years and police say several shots were fired. They believe he was hit in the torso and lower parts of his body.

The family tells us Foley had zero enemies and they are at a loss as to who would want to kill him

    Man it was a crazy night tim called castro to get him saying it was a set up so long story short they went to meet kevin now castro didnt no kevin but tim was the link between the two the shots went off kevin was gone the two men hoped in a suv and drove off. I helped out as much as i could with this investigation hopefully justice will be served to kevins family i did all i could do with the evidence i told the police every thing

    It's nice to know that JPD are still working on this case and someone that WE all loved so much hasn't become a forgotten case. This xmas all I could think about was how much fun we had last year xmas time on one of our many roadtrips..Those roadtrips were my therapy and he was my Dr. Phil... I can only imagine what your family is feeling. Yet, I can't cry anymore b/c when I think of you, all I see is your smile. I love u. I miss u. Always

    It is what it is...he might have been a good dude. Kevin considered him a friend.. but we all know you never really know anyone. Someone spoke so they must have been involved some how. The truth will come out one way or another. R.I.P Kevin...

    i knew tim. anyone who knew him knows that he has a heart of gold. he would never kill someone. kevin was his friend. this is rediculous.

    while my heart goes out to the foley family, i personally knew tim and i can't imagine that he is capable of ending a life. he always took care of me in my time of need. I hope everyone realizes the families of the persons in questions are suffering too.

    This is a tragdy and it's happing a lot these days . call it what you want but I call it ,domestic tragedy . Our Marines and Military has been going through so much over the last decade .We owe the men and women that serve our country Attention with Counselors & Therapists!,and it should be mandatory just like our State Troopers especially if going through divorce or has gone through one . to make sure nothing like this happens ,and loss of life. and life ruined that could of been prevented .Military Brother and Sisters please help someone In need . this war has been stress on all us American's and when things like this happens it's just worse . I feel sorry for the family and sympathy maybe it could have been prevented with Counseling .and married coulple's should see a Marriage Counseling once a year or twice mandatory .due to hippa laws they should not be afraid to go .and it's take a strong persone to goto Counseling rather then acting out on rage .God bless you all..

    What is wrong with today's Marines . I belive they need to revamp and be picky on who Join's the military. With all the bad new's over the past few year's they should be looking into it

    It seems to me that if you actually knew Tim and had a conversation with him you would know that he is not capable of committing murder. Tim did care for Kevin. And we don't know the whole story yet. Before you pass judgement please know something other than gossip and heresay.

    Kevin was nothing short of a FRIEND to TIM. He gave that punk money when he was broke, gave him a job, trying to help "his boy" get on a better path. All Tim did was miss use Kevin's kindness and steal from him. Had the nerve to even show his face at the wake. Its a shame. You show your loyalty by killing someone who gave you a helping hand when you had nothing. I hope they both get the worse punishment allowed. I love you always KEVIN.
