Mother Wants Answers In Trooper Pedestrian Fatality

The mother of a man who was struck and killed last weekend by a state trooper is now speaking out.

Lisa Robertson spoke to WITN News today at her home in Elizabeth City. Her son, 25-year-old Bradley Carie, was killed July 17th while walking down the Highway 17 bypass.

The Highway Patrol says Trooper D.M. Banks' patrol car and another vehicle struck the man who they say was wearing dark clothing and walking with his back toward traffic.

The trooper remains on desk duty, but Robertson says she's upset that she has yet to receive any kind of apology from him. The mother says speculation that her son was suicidal is incorrect. While he was upset about a relationship, the mother says Carie was going about his normal routine that day.

Robertson thinks if this didn't involve a state trooper the other person would already be charged with manslaughter. Highway Patrol spokesman 1st Sgt. Jeff Gordon says Banks remains on administrative duty and the investigation into the crash is continuing. He could not provide a time frame on just how long the probe would take to complete.

Carie's mother says they are also upset that the Highway Patrol will not identify the person in the other vehicle that struck her son.

The Highway Patrol says a state trooper is on administrative duty after his cruiser struck and killed a pedestrian Sunday morning outside of Elizabeth City.

Troopers say Trooper D.M. Banks was southbound on U.S. 17 Bypass early Sunday morning when his vehicle struck Bradley Carie of Elizabeth City. They say the 25-year-old Carie was walking in the middle of the left traffic lane on the four-lane highway.

A news release says Banks was placed on administrative duty "as is customary in critical incidents of this magnitude."

Banks holds the rank of master trooper and has been with the Highway Patrol since 2003. He has been assigned to Elizabeth City since 2004.

The Highway Patrol says a second vehicle also struck Carie and an autopsy on the man is expected later this week. The Highway Patrol’s Accident Reconstruction Unit is investigating the accident.

Previous Story

A pedestrian from the east is dead and a Highway Patrol trooper is under investigation for his death.

Patrol spokesman Sergeant Jorge Brewer says Trooper D.M Banks was patrolling on Highway 17 Bypass South in Pasquotank County, around 3:00 Sunday morning.

Brewer says 25-year-old Bradley Carie of Elizabeth City was walking in the middle of the highway with his back to oncoming traffic.

Brewer says Carie was wearing dark clothing at the time Trooper Banks' vehicle ran into him.

The crash is under investigation and troopers say the wreck will be examined by an accident reconstruction team.

This morning WITN News asked for public information from Trooper Bank's state personnel file, including his length of service and whether the trooper has had any past disciplinary problems. A spokesman said they were working on that request, but by 5:00 p.m. that information still had not been released.

    Lisa....We are so sorry and sad to hear of this...were out of town and only just learned of it last night. Bradley we are praying for your dear family! A good while back I found your number appear on my cell phone. I tried calling it back but you didn't answer. What were you trying to tell me? I sensed you were in some kind of trouble. How I wished you would have answered. God bless you.

    I send out my sympathy to this family. Having to bury a child is a terrible thing no matter his age. I would like to know one thing: what ever happened to the law that states that a pedestrian always has the right of way ? I know he should not have been walking in the road but the cop had he been paying attention to what he was doing could have even at 70 mph swerved when he saw him. He might still have hit him but apparently he did not even try to miss him. Some of the others here are correct when they say if this had been you or me we would have been arrested for manslaughter at the least.

    to david.. no the trooper has not said anything to us but it is still under investigation... and brad was coming from his sister's the direction of coming home--but we dont know why he was out at that time of morning.. we will never know why he was out at that one will know. I'm not mad at what ppl are posting as their opinion.. its just their opinion and they dont know what the truth is put what is being posted and said.. and i did say he was doing his normal routine because he would go to his sister on the weekend and then go home and do things to get ready for work on monday... so no my son was not suicidal... he got upset about things but everyone gets upset about something in their lives and says stupid things...but brad was fine when i last saw him on saturday nite. Please let him rest in peace all im asking...

    The first thing that the family needs to do is move on as best as they can. To revisit this each day on the internet and so on....the wounds will never heal. Its doesnt ever go away, it just gets bearable. She can blame the State for no having a pedestrian walking lane in the middle of US17 after midnight....the state for not widening the roads ...or having lights out there for people who are doing whatever at 3am to see where their going....what she really needs to do is accept the fact that her son contributed to his own death. Plain and simple. AT 70 mph ....the cars are traveling around 125 to 130 feet per one expects a person to be in the middle of the road ahead of where their headlights stop shining....(less than 25 feet.) It was an happens.

      I first want to say to the family how sorry I am for your loss. NC DOC is correct. It was an awful accident. A bad choice was made and resulted in an untimely death. I do know what you are going through. My daughter passed away 2 years ago. Had she not made a bad choice, she may well be alive today. But she had no idea her choice would cause her death just as I am sure your son didn't either. This has been hard for me to write as no mom wants to admit that their child's death was a result of something they did or did not do. Please, for your own sanity, forgive all involved (including your son). I am sure he would want you to find happiness again. From all I have read it does not appear to be anyone's "fault". Just a horrible accident. My thoughts and prayers will be with you as well as the officer and his family in the days and months to come.

    Well i know where he was killed , there is NOTHING for 5 miles in any direction . Only a State prison with bright lights away from the hwy on the prison grounds . which makes it harder to see on the hwy without street lights. Bradley's mother's trailer is at least 20 miles if not further from where he was hit .He was walking in the left side , most people walking down a busy rode ,walk on the right side. He was wearing DARK clothes. IT WAS 3AM .In that area only the walmart(which is 6 miles from where he was hit)is the only thing open at that hour . I am not saying it makes it right ,but it was an ACCIDENT!!! Anyone wearing dark clothes, walking down the middle of a desserted hwy at 3am, away from ANYTHING other than a state prison ...well something is up. Was he drunk, stoned? also was the trooper on the phone ,computer ,whaT? Neither is so called AT FAULT , it is a combination of things that happened that lead to this young life taken away. This kid had mental and emotional issues for which he took meds for as a teenager. no matter what lead him to be there at 3 am ,he should NOT have been there . What parent does not teach thier child to weat light colored clothes when outside in the dark? anyhow does it really matter NO!ACCIDENTS happen !!! this was just thaT!!

      everyone should stop attacking the cop was an accident plain and simple, they were both at fault ,but something sure isnt right about the whole situation, a man walking in the left lane at 3 am with his back to traffic, sounds like he was distraughtand wanting to end it and maybe if the cop was more aware he might not have hit him but speeds of 70 is pretty fast you cant do much to avoid something or someone in the road, hence why alot of animals get hit, its not because the people did it on purpose, it was an accident and as far as i'm concerned both families are going through a rough time right now and nobody has the right to judge either of them.but i do believe everyone is entitled to speak their mind, its called freedom of speech.

          I don't think anyone is particularly "attacking" this young man or his family just like when someone post that its the cops fault and he needs to be punished etc etc, people are giving their opinions and thoughts based on the story they have read or seen or been told .some of the stuff may or may not be so nice to read or think but the family doesnt have to read this stuff if its so bothersome to them. i know i wouldnt read it if it hurt me.whether or not bradley want to get hit by a car that night which is what the story seems to lean towards, nobody will ever know , he has been known to talk about killing himself on other occasions, but both families are hurting in this and both need prayers in hopes of them being able to grieve and heal as need be.requardless of what anyone is saying or not saying or hiding or not telling the truth about, it will not bring him back nor will it make any suffering in either family go away. people talk and make assumptions or guesses all the time , thats what this comment section is for.....for people to express their thoughts and opinions and there will be plenty of them some good and some not, but the family dont need to read the comments if it bothers them.

          I agree with Shelly, i dont feel people are attacking anyone, i think they're more stating the obvious and sometimes the obviuos or the truth is hurtful or can hurt.these families (bradleys and the cops) are both going thru some emotional turmoil right now but for different reasons.i do believe bradleys family and friends need to face the truth that maybe bradley did want to kill himself but they will never know so they just need to go thru the grieving process...but peopple should be able to post their comments on the comment page and the family shouldnt be reading it because there will be stuff that hurts them, how could it not, a terrible accident has happened and they lost their son requardless of wheter it was suicidal or not.....he's not coming back and thats the sad part, not the comments people make!

    ok has anyone ever noticeed that the troopers and officers have computer and cell phones i mean hello they get on us for talk and texting and yet they get away with murder as you can plainly see and why shouldnt he be charged this man wasnt a animal. and hell look at the cam its supposed to stay on at all time thjey way i see is he saw and didnt slow down to left him he sped up and he probaly was on the computer or texting on his phone.....

      If the victim wasnt in the road in the first place , than a collision would have never happened. What was the trooper doing since you were in the car with him.....? Oh, you werent you dont know....your just speculating. The law about texting doesn't cover the computers in cars (yet).

      I agree. Seen them lots of times talking on phones. Also seen two cops sitting on the old walmart parking lot the other day facing the intersecion. A car ran the stop light right in front of me and the the famale and male officer just kept on chatting to eachother and didn't budge.

      The man was not an animal and the officer was not at fault. The young man needed help. We need to pray for both families. You need to learn how to spell before you decide to comment about anything.

    i saw the clothes he had on.they was bluejeans and a lite blue shirt...the trooper called it as he hit an animal not a person and then the city mowes the grass on a sunday...they dont any other time (they dont work on sunday)why this day? they have done three investigation or reactments of the accidents and still no answers...because when the trooper came and told the family who hit bradley they told them that the trooper is the one that killed him on contact...its a two lane highway ..why didnt the trooper go around him...there was room to move over...they dont know why brad just didnt wait to leave during the day but it happen and the family wants answers that they deserve the truth and not lies.

      What questions do they want? It doesn't manner if he was wearing a day-glow yellow jump suit and walking on the side of the road. It was an accident. I have seen people on a moped all of a sudden pop up out of now where. Some times you just do not have time to react and drive in other lanes or slam on breaks.

        What answers could they possibly want or need? does it really matter what he was wearing or what side of the road he was walking on or if the cop was texing or talking on the phone(a crime everyone is guilty of) none of it matters, he was hit by a car and died, its not goingto bring him back, let bradley rest in peace, unless theres other motives for wanting those answer like maybe suing somebody or something????????????????thats what it sounds like to me.

        He was not cited because he wasnt at fault. Like you wouldnt be cited if it was you. Stop hating on LEOs...It was an accident. Your not a unbiased peer.

      I am sorry for the loss of this family member. There is one thing in your statement that caught my attention, "why didn't the trooper go around him, there was room to move over" At the speed limit of 70 mph on that particular highway, by the time the trooper saw him, it was too late, there was no way he could have reacted to avoid hitting him at that speed. I am very sorry to say this, but he contributed to his own death by walking in the middle of the lane back to the traffic at 3 a.m.
