State Auditor Says Kinston Daycare Falsified Documents

The State Auditor's Office says it is turning over results of an investigation into a Kinston daycare center to the SBI & the District Attorney's Office.

In a report released Thursday morning, the state auditor says the Farmer-N-Dell Nursery "admitted falsifying documents" so it could receive state funding for which it did not qualify.

The daycare center was receiving More at Four and Smart Start funding through the Partnership for Children of Lenoir and Greene Counties. From 2002 to last year it received $757,910 in More at Four funds and $443,414 in Smart Start funds.

The Auditor's Office says Farmer-N-Dell falsified teacher W-2 forms to show higher salaries than those actually paid as well as falsifying reports to the North Carolina Employment Security Commission. The report says the daycare presented a false credential letter to the Partnership for Children, supposedly issued by the North Carolina Department of Health & Human Services. It also says the daycare did not conduct monthly fire drills which are required by state law and falsified fire drill reports.

The report also questions why the daycare owner, who also was board secretary to the Partnership for Children, was allowed to co-sign checks made payable to her own center.

The State Auditor recommends Farmer-N-Dell pay back more than $190,000 it received when it did not meet state standards, that the Division of Child Development revoke its license, and that the Partnership for Children should verify credentials for all More at Four staff.

In a written response to the auditor's report, a lawyer for Farmer-N-Dell says the daycare had repaid the money in question and had voluntarily ceased participating in the More at Four program last July.

    Im a lead teacher and I must say that this affects all of us who are Early Childhood Professionals. Yes, we call ourselves Professionals because we actually go to college and earn diplomas, credentials, and degrees in our profession! We work hard on our jobs just as much as a nurse or anyone else, but we are UNDERPAID WITH LITTLE OR NO BENEFITS! Yet we do what we do because we are good at it! If you want quality daycare for your kids look deep into the Administration and make sure they are taking good care of their teachers. That is what the Partnership for Children has tried to help centers do! They help provide services and incentives for teachers and help encourage them to remain in the field of Early Childhood because they know we are overworked, underpaid , and have no benefits but we love our work and will remain in this field if we are paid accordingly! The administration at FND got greedy and took advantage of a program for children in need and took advantage of her employees.

    In reference to the post by Concerned about the 1.2 million! In the Kinston Free Press on Sunday, May 2, they listed all the money she has received from state funding since she had the More @ Four program. If anyone thinks that she just did this for one year you better think again! What seems extremely suspicious to me is that Mrs. Evans' garage to her home catching on fire at night when her vehicle was not even in the garage so to say. This happened not long after the investigation started. This is copied and pasted from the Sunday free press: The audit looked at documents from 2008 and 2009, but Farmer-N-Dell had contracted with the Partnership for Children from 2002 to 2009.     I am wondering where the $1.2 million dollars comes in to play that everyone is commenting on. The only dollar amounts that the audit report says they are liable for is the $191,000 and another $1200 or so. Maybe I missed something.

    They need to pay all the money back,not a portion of it. They lied and cheated to get it. Has anyone given you $1.2 million?

    Absolutely right lostfriend, Mrs Evans and her husband Hal are crooks. They have treated every employee poorly.How can you charge more than any daycare in town but can't pay your teachers a decent salary. I had a child at FND for 5 years, payed them every week. I remodeled their fancy beach house and they stuck me for $35,000. Both of them are nothing but greedy crooks that think their stolen money and their crooked lawyers can get them out of anything. I hope she has to pay it all back and do some time!

    I hope the fancy car, house, and beach house is all worth it!!!! I know Mrs. Evens has had employees for years not making much over minium wage. The teachers must be there for the love of the children. Not only did her greed catch up with her in daycare but also in a cosmetic line she is selling. I look the other way when ever I see her because she is obsessed and so agressive trying to sign people up in the pryamid. I have often wondered was her success worth the greedy repetation she has created for herself. Question: smart business woman or greedy business woman. Mrs. Evans you may think smart, but others do think different. Im sure there are good things you do, but your greediness outshines......

    As for those of you who say that your child's safety has not been in danger! I sure hope that you all check your smoke detectors in your homes more often than every 16 months! As a More @ Four teacher I know this is not an issue to be taken lightly. If this woman really cared about your children her first priority should be the teachers that your child spends more hours within a day’s time than you do! No one should blame the Partnership for this woman's wrong doing b/c they must have had the same faith in her that you as a FND parent did. I am a full-time employee, full-time student, mother, and a wife. I think I speak for all of us teachers that are trying to receive our degrees when I say how this “lead teacher” dare lie about her education. It takes more than just a loving person to educate your child. This More @ Four program prepares children for kindergarten and in case you don't know how hard kindergarten is this day and time maybe you should sit in a class for a week or so.

    To those of you who continue to support Mrs. Evans I would love to see what type of punishment you would receive if you cheated the government and the people out of 1.2 million dollars. Do you think you would be supported by Mrs. Evans? Wrong! Think again. You may not be an employee for her or your child may not have needed the More @ Four program, but she cheated you out of your money that you pay in for state taxes. I agree with someone else when they say that it is reasons like this that many of us have not received our state refunds. There are many children that really benefit from this program in many ways. So many of you do not even know what the More @ Four program is or what it has to offer, but the minute your child needed it you would want your child to receive the benefit. I think that is the whole issue here. So many of you FND parents don't even care b/c it is a state funded program, but guess what your child is not out of the clear yet b/c they may also need help one day!

    I am a More @ Four teacher myself, so I first want to say that I am so sorry to those More @ Four teachers that basically had your money "embezzled" from you. One concept that I am having a problem with is how this Mrs. Evans can say that the children are her first concern, but yet she is treating these children's teachers like they are her slaves. These teachers are to opearate on the same schedule as a Lenoir County teacher which means they are to have the same hours of a teacher and to have the summers off. This Mrs. Evans was making these teachers work until the daycare closed and through the summer for the same pay they were to receive anyway. So not only was she overworking them but she was also stealing their money. To all of you that say you support her let me know what you would do if this happened to you as an employee. Yes, we live in the Bible Belt but leave the bible out of this one because wrong is wrong. She took from every single person that lives in NC. TOBECONTINUED!
