A hearing on whether a neighborhood should be annexed into Kinston wrapped up Friday.
Some 1200 people would be brought into the city limits if the forced annexation is allowed to proceed.
Judge Ken Crow says he has some concerns whether residents of Crestview, and other nearby subdivisions would get adequate sewer service if they are forced into the city.
The residents sued the city, saying there were problems with the annexation and that paying the extra city taxes would be a financial hardship.
A decision is expected sometime in the middle of December. Judge Crow could uphold the annexation, block it, or he could also make city leaders rework the terms of annexation.
