Deputies Charge Sex Offender; Had Social Networking Web Site

Deputies have charged a registered sex offender with more charges after authorities discovered he had an account on a social networking web site.

Christopher Rossio was arrested on two counts of 3rd degree sexual exploitation of a minor.

Lenoir County deputies say the charges came after a five month investigation after they got a complaint Rossio had the online account. Deputies say they found that Rossio had used a false name for the networking site.

Rossio, who's been on the sex registry since 2007, is in the Lenoir County jail on a $250,000 bond.

The sex offender website says Rossio, whose last address was in Grifton, was convicted in 2006 on two counts of second degree sexual exploitation of a minor. He served 18 months in prison.

Deputies say additional charges are pending.

Here is the statute on this subject. 14‑202.5. Ban use of commercial social networking Web sites by sex offenders. (a) Offense. – It is unlawful for a sex offender who is registered in accordance with Article 27A of Chapter 14 of the General Statutes to access a commercial social networking Web site where the sex offender knows that the site permits minor children to become members or to create or maintain personal Web pages on the commercial social networking Web site.

North Carolina, and many other states, have laws that ban convicted sex offenders from social networking sites where children are members.

I am not in any way condoning this guy's behaviors but since when is it actually illegal for him to use a social networking site? I thought it was up to the individual Site administrators to kick them off but I had no idea the offenders were breaking an actual law? Or was this part of his sentence that he was not permitted to use any social networking sites? I am confused about this one. Was he caught trying to trap a kid? If so then I understand...but just signing up for and using a networking site dosen't necessarily mean he was preying on anyone. If anyone can cite an actual law please post it, so it can be clarified...thanks

Why use a false name UNLESS.... you are doing things that are not appropriate!!!!!!!!!! Yes, the parents of these children who are on these websites should also be held accountable for allowing them to be on them. Once an offender always an offender!!!! Period
