it would have been more logical to have hospitals call in personnel that were scheduled to work, and have them stay. When I was in Guam that's what they did during typhoons. If you were scheduled to work, you came in and stayed in any empty bed you could find. They also had people who were always to be there during a typhoon. What sense does it make to have personnel scheduled to work, yet let them stay home, and then drive in during a storm? If it was me I'd say, I'll be in when this is over. So if anything happens to people on their way to work, is the hospital responsible? Bet they'd say no. However, if you are a EMT, police, etc., then yes, I can see being out as necessary.

The police officers on patrol will be the ones checking. As for the land of the free comment, if there weren't idiots out there that took chances and got themselves into trouble and need rescuing there wouldn't be a curfew. Same for the punks that try and take advantage of the storms and break into businesses that are closed.

I think hospital employees would be exempt from curfews if they are out because of their job.

If you're a "life provider" you can show your license (whatever medical license you have) or if you've been issued a "life provider" certificate from your work, you can use that. I have a "life providers" certificate, so unfortunately it allows me to go out and get to work. HOWEVER, I might conveniently let the wind blow it away.
