Registered Sex Offender Busted For Child Porn

Police say they found a substantial quantity of items relating to child pornography after the search of a home in Havelock Tuesday.

Terrance Qualls of Palomino Court is charged with ten counts of second degree sexual exploitation of a minor. His arrest came after an investigation by Havelock police, the SBI and the North Carolina Internet Crimes Against Children Task Force.

The 42-year-old Qualls, who is a registered sex offender, is being held on a $1,000,000 bond.

    U absolutely CAN pass out flyers notifying your neighbors of a local sex offender and you should. I have done it in 7 springs , Pink Hill, Beulaville, even talked about one right here on witn tv . com. The ploice told you wrong. You cannot harass them but you can spread the word. Put up a flyer in stores that will let you, in bathrooms, on telephone posts, etc and mail one to the locals that live near the offender that may be unaware of who is next door to them. You will not be charged and if you were, what jury would convict you?. Just dont do anything stupid like violence or property damage thats where you get in trouble with the law . Also remember for everyone on the registry there are ten not on it . It only covers since 1996, and most dont get caught anyway. Any sex offense against a child should get the death penalty

    the same thing happened to me, we have a registered offender that moved right next door to me. I would have never known, if i did not check online. NC needs to tighten the law on this stuff. it is absolutely ridiculous. I called the Sherrif on the guy across the street and I was told that he has rights... I can NOT pass out flyers stating where he lives and his Picture... That is BULLCRAP. Does anyone know how to go about trying to change the Law? Where do we start? Petitions?

    The local officials need to let the neighborhood know when a sex offender moves in. The guy lived literaly right around the corner from me and I didn't know until I looked at the sex offenders website just to see what was around. I am a mother of two little girls, and a survivor of sexual abuse. I am ever vigilant of what is around my girls. Unfortunately, there are some families that do not have access to internet and cannot see if there is a predator in their area. This is why HPD needs to send out notifications when one moves into a neighborhood. Particularly an apartment complex. Terrance Qualls lived on the same street as my oldest daughter's bus stop. Which makes it even more scary to think of leaving a child alone at a bus stop.

    How much time he was behind bars the first time he was busted.... I'll bet the guys growing pot will get more time than he's gotten and look what a contribution to socitey he is. I agree, it's a sickness.. so let's put them OUT of their misery. They are changing the lives of all inovolved, theirs should be ended. Done, end of story. Next. Commit a violent offense, walk to the right where your chair, syringe, firing squad awaits you. Less money being spent treating their illness and more can be given to the VICTIMS!!! Ridiuclous that they are EVER allowed back on the streets!

    this is friggin nuts but as a survivor of being sexually abused my whole childhood i am a firm believer that these sick individuals need to be locked up for life
