Governor Beverly Perdue says she has signed the state budget, but she's not happy about it.
She told that to reporters during a public event inside New Bern's city hall as some 50 protesters heckled her from across the street. New Bern is the governor's hometown.
The $19-billion state budget raises taxes and cuts state services.
Perdue was at the public unveiling of a patriotic bear statue to commemorate New Bern's 300th birthday next year.
The hecklers were protesting taxes and health care. Several times when the governor spoke the group could be heard booing her. Perdue ignored them and kept speaking.
