UPDATE: Appliance Replacement Grants Depleted For Hurricane Victims

A program to help families and small businesses buy new energy-efficient appliances after hurricane Irene has already exhausted all of its funds.

The North Carolina Hurricane Appliance Replacement Program, or HARP, had $1.4 million dollars in federal money available. As of Tuesday morning, all funds were reserved. A waiting list opened in case more funds become available. Nearly 3,000 appliances will be purchased through the program.

If you lost major home appliances in Hurricane Irene there is now a program to help replace them.

The Governor's Office announced the federal Recovery Act will fund $1.4 million in grants for the North Carolina Hurricane Appliance Replacement Program.

The program will replace heating and cooling systems, hot water systems and refrigerators damaged by Irene with Energy Star ones.

Residents and small businesses in the following Federal Emergency Management Agency-designated counties, as of Sept. 12th, are eligible for the HARP program: Beaufort, Bertie, Brunswick, Camden, Carteret, Chowan, Columbus, Craven, Currituck, Dare, Duplin, Edgecombe, Gates, Greene, Halifax, Hertford, Hyde, Johnston, Jones, Lenoir, Martin, Nash, New Hanover, Northampton, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Sampson, Tyrrell, Vance, Warren, Washington Wayne and Wilson. This list could expand pending action by the Federal Emergency Management Agency’s designation of affected counties.

Consumers can go on-line or call a special telephone number to start the application process to receive their assistance. The link to the North Carolina HARP can be found at www.energync.net. Look for the blue Energy Star logo. Consumers without Internet access may call toll free to 1-877-826-8571.

    I have got nothing from FEMA. They said I didn't have enough damage to receive help. I had 16 inches of water in my house. My floors and subfloors, walls, and ceilings all have to be replaced. I lost all of my furniture and appliances. And I need a new roof, but I didn't have enough damage to get help from FEMA...also, I have no insurance because I can't afford it.

    Actually we are better off NOT having insurance, then you can get all kinds of free help. If you have insurance, FEMA tells you to go to your homeowners first. They turn you down if you re below base flood. 20 hours of filling out paperwork, making phone calls, being home to let adjusters in and so far I've collected nothing.

    Its all screwed up!! I have two friends here at work who received damage recently to there homes. The first friend had two feet of water in his double wide for several days.The second lost some shingle tabs and had a broken window on his single wide. The first guy was denied help from fema while the second guy got $5000.00. Hate to say it but it is what it is,first guy was white second guy is black.

    If people took unethical advantage of this program and kept the citizens whom it was truly meant to help from restoring their homes to a reasonable standard of living - - they should be made to return the money and the appliance - but - oh wait - there is NO way to determine if they had damages to their appliances -they only had to LIVE in a declared county - -ARGUH!!!

    So the very people who need this assistance to cook and clean for their families have to BUY the appliances FIRST and then PRAY they meet eligibility for a reimbursement - - Like these are the people who have $500 laying around in the first place - then to hear the funds are all gone and they are on a waiting list to see if they MIGHT get reimbursement....and what if it is a duplication of their FEMA benefits they were able to get?!?!?! Sounds to me like the appliance stores are making out like bandits.

    People getting food stamps automatically got hundreds of dollars added to their accounts without asking, on the assumption they lost food during the Hurricane. One recipient told me she was grateful because unlike most others that SELL their food stamps, she uses all hers because her food costs more. Why? Because she isn't a good cook and had to buy it already seasoned and prepared. I lost $50,000 worth of tools and goods and flood covers nothing on that level, Not covered under my Wind and Hale and Homeowners and our business insurance wont even cover the tools lost when our 3 vehicles flooded. 5 Different policies and only the cars were covered. Here's the kicker, FEMA turned us down for help because we have insurance. Better to spend all your money and stay poor, then you get everything for free. What's wrong with this county?

    Looks like if I knowingly buy property in a flood prone area, I can get new appliances, furniture and all sorts of other benifits when it floods- even without flood insurance.

    Well now... I lost a 52" wide screen plasma TV and Bose Surround Theater system. How can I get these replaced at taxpayer expense? Do I actually have to go to the store, or will it be delivered? (Please don't come before 2:00-3:00pm.)

    Again another scam for citizens who really don't deserve and rely on our tax dollars. What about the folks who "didn't qualify" who threw out many dollars worth of food! Ridiculous, have these jerks file with their homeowners insurance as that is what it is for! Tired of the free ride these folks want!

    First off we are assuming that the people that really need these items, have a phone or internet to apply,a car and a visa to buy the appliance etc. It is a shame that those who really need these items are not going to be the ones to get them. I called and asked how we I could get applications etc to the victims and I was told they had to phone, or use an internet connection. Right, prepay for the items etc. Its sad
